Ebrahim Patel wanted to do what is is recommended in this article, but I think his officials did kit have the know-how to translate his wishes into tangible instruments to measure BBBEE impact. So instead everything was halted to focus on his Investment Conferences and Black Industrialist programme . It is also possible that he was not able to clearly articulate his vision to his senior officials.

The ANC on the other hand only wanted BBBEE to create a larger benefactor pool for itself to ensure that it remains in power as long as possible. That is why most of the BBBEE beneficiaries are not people who have build industries that create jobs and improve the livelihoods of citizens. They do not know how to do that because they are not genuine businessmen and women. The real businesses that are supposed to benefit from BBBEE and create jobs are given crumbs just adequate enough to preserve their going concern statuses. They in turn try to survive by hiring immigrants and paying them measly wages. Yes, there are BBBEE success stories, but there are not multimillion of million rand establishments.
