Can South Africa really enforce a 0% alcohol limit?
Enforcing an absolute zero limit removes any margin for error, meaning everyday consumer products or common health conditions like GERD can trigger low-level readings.

With South Africa moving closer to a 0% alcohol tolerance policy for motorists, the legislative intent is clear: eliminate the dangerous guesswork surrounding current limits and reduce a national road toll that claims around 14,000 lives annually.
However, changing the law will not change driver behaviour on its own. South Africa can have the strictest laws in the world, but without a systematic overhaul of how the laws are enforced, motorists simply will not self-enforce.
Stricter legislation is not a magic fix for road fatalities. That would be like saying that dropping the speed limit from 120 km/h to 100 km/h will immediately stop people speeding; it will not happen without a fundamental shift in enforcement attitude, training, and consistency through roadside testing.
The critical need for operational alignment
The policy intention behind zero tolerance is undeniable, but our current roadside infrastructure is simply not equipped for the precision it demands. Enforcing an absolute zero limit removes any margin for error, meaning everyday consumer products or common health conditions like GERD can trigger low-level readings. Handling such edge cases requires a level of procedural clarity and technological accuracy that South African traffic management has yet to establish.
This creates a major operational roadblock. State pathology laboratories view blood tests as the gold standard for criminal prosecution, but these labs typically only report a positive result from 0.010% upwards. Anything below that is reported as a negative test - i.e. a 0.000% Blood Alcohol Content (BAC) level.
If the legal limit is zero, but the scientific reporting threshold for blood confirmation is 0.010%, an immediate prosecution gap emerges. The human liver removes alcohol at a rate of approximately 0.020% per hour.
If an officer arrests a motorist who registers a result of 0.020%, authorities have a maximum window of 30 minutes to transport that driver to a district surgeon, wait for a trained practitioner, and draw a blood sample before the trace naturally clears the system.
Practically, the chance of securing a scientifically confirmed positive blood test under these conditions is low. Without addressing this gap, thousands of motorists could screen positive at the roadside but fail to confirm positive in a state lab. This mismatch will lead to a waste of state resources, clogged police stations, and a total breakdown in public buy-in for the law.
Addressing the training and corruption gap
To prevent this critical policy from failing, we must urgently address the fact that traffic officers are currently ill-prepared for zero-tolerance implementation. Most enforcement officers have not had sufficient breathalyser competency training, alcohol theory training, or education on how alcohol metabolises in the body. Without comprehensive training covering the scientific, practical, and procedural legalities of testing, officers will struggle to differentiate true impairment from external variables.
An absolute zero policy that cannot be consistently verified on the ground creates a high-stakes environment ripe for roadside exploitation. If traffic officers rely on subjective indicators like smell rather than precise, unalterable digital data, the potential for driver intimidation spikes dramatically.
Because a 0.00% limit carries immediate criminal consequences, sober drivers can easily be pressured into paying bribes to avoid wrongful arrest resulting from a false positive. To prevent a spike in corruption, the law must be enforced through objective data, not officer discretion.
The path to credible enforcement
To move beyond symbolism and build a credible system that genuinely protects road users, South Africa must pair strict laws with objective technology and consistent, year-round policing enforcement metrics.
True accountability requires technology that extends beyond the breathalyser itself to eliminate roadside corruption. The solution lies in recorded interactions via body cameras worn by officers during roadblocks.
When officers know their communication and testing procedures are captured on concrete footage, the opportunity for bribery disappears, and public trust in the system is restored.
Additionally, South Africa must shift from reactive, seasonal policing to sustained, everyday enforcement by introducing data-driven performance indicators. This can be achieved by setting clear performance targets per precinct.
If every officer is mandated to conduct a specific, audited number of tests per month, verified by downloading the internal memory of the breathalyser devices, testing becomes a daily operational requirement rather than a holiday novelty.
A zero-tolerance policy - while unrealistic at 0.000% BAC, but realistic at 0.020% BAC - has the potential to save thousands of South African lives, but only if the enforcement strategy contains zero ambiguity.
Without an immediate investment in officer training, verifiable technology, and objective operational targets, this change in the law will fail to change driver behaviour.
